I saturated the crack with epoxythen filled with a vinyl repair paste I got from a leather repair company, then painted the entire dash black with a vinyl spray paint product I got at Advance Auto. My concept was to re-estabish a the structural bond of the plastic to the foam core below with the epoxy, then the vinyl paste gap with a medium that ready expands and contracts. To do this, you have to remove the dash from the car. In my case that was easy, the one that came with the car was a total mess and the replacement dash was free -- just had two small cracks at the corners of the square indentation on top.
The repair has held up perfectly through a hot summer and this winter here in DC. The cracks are still visible, but there are very small (1/4 to 1/2 inch long), but they haven't gotten any bigger.
