This is common in most vehicles. With the saab 900's the fuel pump doesn't pump unless the engine is cranking over(safety thing)and the engine should start up right away because the fuel lines should be primed up to the injectors due to an inline check valve(directional valve that doesn't allow the gas to flow back to the gas tank)If the valve is leaking by it is likely that the gas is flowing back to the tank, requiring you to continuously crank the engine over until you prime the fuel line and fuel rail up to the injectors. A check valve should only be a 4 dollar part.
