That tube is supposed to have a plug in it.
Take the hose off the floor vent servo (below the heater core) and see if you get suction with the engine on and the floor vents switched on. Or leave it connected and check the arm actuation. I cracked the lower heater core cover (complete with floor vent damper) and believe it or not the thing still worked for the most-of-a-winter it took me to get the replacement from a junkyard. Tough stuff!
A quick way to see if you have vacuum in your vents is to switch the motor off and see if the dial still operates the vents with the associated cool hissing and swooshing noises. You should be able to get at least three slow passes through all the settings before they loose effectiveness.
There was a bad seal on the back half of the distribution switch on my convertible. The rubber did not form entirely and someone shipped the car out anyway. I replaced it with a junkyard part and all is well again.
