Regarding the slight surge: one of my cars does it, too. I don't necessarily think something is wrong -- I think either the timing or the fueling are momentarily improving until the ECU "catches up" with what's going on.
Regarding your mid-boost max: take a drive. Gently press the brake pedal until you're sure the brake lights are on but you're not slowing the car. Now floor it. If you get the same boost as when you're not on the brakes, then you're stuck in base boost. You need to figure out why: see your Bentley, the Saabnet FAQ, and/or townsendimports.com. While you're at it, adjust your base-boost to 7 psi if you're using 91+ gas -- this improves spool-up.
Typical symptom of bad bypass valve is stalling upon throttle closing or when coming to a stop. Test it, though, by putting pressure/vac on the line to it to see if it holds.
