The hoses cross.

Your heater hoses should connect the metal pipe with the heater valve lower and the water pump lower side connection to the heater valve upper. (Other connections should include the water pump upper to the expansion tank large diameter and the water pump lower forward to the lower radiator outlet and the radiator upper to the AC cut-out switch and the AC cut-out switch to the thermostat housing and the smaller 90 degree elbow under the thermostat housing (front of metal pipe) and the small diameter connection between the radiator (vent line) to the expansion tank (overflow line). And don't forget your throttle de-icer lines.
