That foam is very crappy stuff, I was gonna say "insubstantial." Hard too see a way to use it as a base for forming over as there's no way you could peel the black plastic off it without pulling it all off the steel shell or crumbling it so bad there'd be nothing to yield the shape you're after.
Best answer I've seen is the Aussie outfit that's now got a Left Coast branch, that re-skins them for half what the other outfit wants. They go all the way - - I think they make a mold from your old dash if they don't already have one on hand, then strip yours down to the steel shell, heat a sheet of vacuum-forming vinyl and lay it into the mold and suck it into the skin shape, then bed the steel shell into it, in a new layer of fresh foam.
Has been posted on here in past. Not cheap but if car is worth having a perfect dash it might be worth it.
