Radio lighting is totally separate.
The lighter light is one of the two bulbs illuminating the ventilation control panel. The other is between the fan speed switch and the heater control knob.
The instrument lights have a separate rheostat; be sure it is turned up. If that's good, get some new bulb holders for the two larger instrument panel lamps and clean the contacts. If the holders haven't broken their contact tabs off yet, they are going to eventually.
You may want to check the multi-connector plug coming through the firewall to be sure somebody hasn't tugged on it a little too hard. Otherwise, Have Meter And Bentley Book, Will Travel.

Wait a minute... overhead? You have a convertible. Are you talking about the light behind the mirror?

Power or potential? If you're getting 12 volts across the bulb terminals and the bulb still doesn't light up, you have a blown bulb or bad contacts right there. Did you test the bulb for continuity? I've seen bulbs that look fine only to find they have a microscopic break in the filament.
