how to solve poor acceleration at low RPMS?

I have a 1987 900 convertible which has bad accelleration. I tightened all hose clamps to avoid vacuum leaks, which had no real effect. I turned up the base boost (at the turbo) which improved acceleration above 3500 RPM considerably. Until it reaches 3500 RPM acceleration is still poor. No fun to drive! The turbo is 1,5 years old and comes slightly into the red zone with the pedal to the metal (red APC). The old APC does not bring any difference into the lower RPM zone. Any one an idea what this can be? (exhaust, dump valve?)
Cheers
Fred
