Your brother is correct. The corrosion tends to start behind the panel between the metal of the wheel well and the sheet metal of the fender. Even if you remove the external rust bubbles and paint chances are the remaining corrosion behind will pop through again very soon.
Replacing a whole fender is possibility but because the whole thing is tack welded in place there is a fair amount of labour necessary to get it out (and get the new one in). A alternative option might be to hack out a section of fender lip from of a clean car and weld it in to replace yours.
Paint match is of course dependent on the condition and colour of your existing paint. In my experience, metallics are particularly hard to match correctly often leading to a repaint of the whole side of the car.
