Long day. I'll try to make this post short. 1990 SPG
LH2.4 with Bosch Jetronic 0 280 000 582 ECU.
No Start Condition, though intermittent. Sometimes it will start and run fine, only to shut down hard and abruptly.

*New fuel pump is working. Can be bypassed and spins up fine.
*When the car is in it's no-start condition, putting bypass power on the fuel pump and cranking...car still does not start.
*Fuel pump relay clicks just like it should when jumpered on 12V according the Bentley.
*Fuel pump relay does not click on when the engine is cranked.
*Fuel pump relay appears to be working properly, but isn't getting grounded from pin 20 on the ECU...so the ECU isn't signaling that it sees cranking and spark...go ahead and fire up the fuel pump.
*There is 12V at the Ignition Control Module connector.
*There is 12V power at the Hall Sensor connector.

My next steps will be:
1. Turn the engine by hand and check the voltage being sent by Hall Sensor, s/b .4V - 3.0V.
1a. If this checks out ok, then Hall is ok. If not, Hall needs replaced.
2. If Hall is ok, fuel pump is ok, and relay is ok...what's next in line?
3. Do I check the ignition control module? If so, how? Can't find that in Bentley.
4. At what point do I begin to think the ECU is bad? Anyway to test for sure? Any pins to check continuity?
5. What ECU's can I use? Mine (582) has EGR. If I use a non-egr, do I get an automatic cel? Or is it only the other way around...? Can I use a 586 non-egr ecu?

Am I right in checking pump first (ok), relay second (ok), Hall 3rd (working on that), Ignition control module 4th (how to check?) and the assume ECU?

Any and all help on this will be greatly appreciated.
