assuming you checked battery voltage while engine was running and got 16.7 volts it definitely IS the voltage regulator.
Just replace it. Relatively easy, but for a newbie disconnect the ground on the battery...assuming you KNOW the radio/stereo antitheft codes. if not, use a 9v transistor battery to keep the memory codes alive.
Unscrew the voltage regulator and remove it and put in a new øne. There's a technique of kind of rotating the voltage regulator into the hole to get the brushes onto the slip rings and then you simply screw in the screws. Getting out the old screws is often the worst problem. USE antiseize compound on the screw threads when reinstalling.
Usually I leave the battery in when I do it but I've done maybe 10 Bosch regulators on volvos and saabs so it's really easy. If you're hinky you can disconnect the fat red wire to the alternator (be careful..it's electrically hot so don't touch anything with your wrench!) and wrap the wire terminal with tape while you do the regulator R&R and then hook it up again.
One other thing...make sure you don't break off the little gauge wire/terminal near the big fat red wire. It's an exciter wire from the idiot light. If it's not hooked up the alt won't energize below about 2000 engine rpm and the battery will die pretty quickly while running at low speed.
