What started this whole cylinder not turning thing? Did you spill Diet Coke in it like I once did with my '84? If that is the case, take boiling hot water, dump a bit down the keyhole, blow the water out with an air compressor, repeat that process about ten times, then spray WD-40 (some reccomend other lubricants, but I used WD-40 and it worked great) down the keyhole and blow that out with compressed air a few times.
This may be worth a shot even if you didn't spill soda or something in there, but my ignition was turning when I did it, just turning like it was stuck in frozen mollasses. It sounds like you are considering some pretty drastic measures here, so you might as well try the boiling water/WD-40 thing.
With anything more than that, BE CAREFUL!!! The automatic transmission in an old 900 is locked by the ignition as an anti-theft thing. Similar to a non-Saab locking its steering column. Never messed with it myself, but proceed with caution.
Side note: While looking for my current car, I went to see a 1990 Turbo Convertible that had the ignition cylinder removed completely, and it had a switch for the Fuel Pump and then another one for the starter motor. This gave the feeling of having a clapped out race car, I don't know how the guy wired it up, it was some serious midnight mechanic stuff. I did not buy that car. But it did work, sort of.
