As I recall the action it's kind of starting the tips of the brushes into the hole first, angled down in, making contact with the slip rings they run against, then pushing the regulator towards them to compress the springs and angling it down till it's flat and flush with where it goes, start one screw in with fingers, hold reg. down and push it forward till other screw hole lines up, start that one, run in with fingers, then finish with a LONG phillips screwdriver. I'd put a little oil on the screw threads first, and run each one in and out first before putting the regulator in so it goes easy once you do. These things tend to get a little corrosion on them and make an easy job harder.
