That's the rear brake line. They are not green where they run inside the car. Inside the sill is a good place for it I've found, because you have to do a LOT of damage to the car (my twin 45 MPH side impacts weren't enough) to make that thing leak. The box section inside the lower door openings (not 'sills' per se unless it's a convertible) is one of the strongest parts of the car. Try not to find out why (like I did).
