Make the new part look as stock as possible so that when a visual inspection is done, the mechanic won't see anything unusual...pretty easy to do on SAAB's anyway if you take your care to a "general practicioner" instead of a specialized SAAB mechanic. A typical mechanic doesn't see too many SAAB's and may not be able to recognize the ECM. When the mechanic goes to do the sniffer check, you'll pass with flying colors since you're running alcohol instead of gasoline!
One important not here, being in the electronics trade here, I know about the results of alcohol and rubber. Alcohol is typically used to clean rollers in tape decks and printers. The reason it works so good for this job is that when it's used, a thin layer of rubber is dissolved onto the cleaning rag along with the dirt and impurities...now imagine running that stuff against a rubber part all the time for extended periods.
As automobile nuts however, we *DO* have one lobbyist on our side...SEMA! They frequently push back against stupid automobile laws. They have in fact fought many battles against dumb emissions laws that the end result would be cleaner burning, more efficient vehicles
