91 SPGs were definitely all Mitsubishi units. I'm not sure about the garden variety 91 900Ts.
90 SPG = Mitsu (1st usage of this turbo in c900)
90 900T = Garrett
91 SPG = Mitsu
91 900T = Unsure, I have never found out either way
92 900T = Mitsu (all c900Ts from 92 on are Mitsu)
The wastegates aren't interchangeable from either to either... so ... you can't use a Mitsu wastegate on a Garrett and vice versa. But the car doesn't care -- so you can put a Garrett turbo on a 90/91 SPG and keep the Garrett wastegate and you're fine.
Now I have heard something at one time way back when about either the oil line or the coolant line not lining up 100% correctly when swapping from Mitsu to Garrett or Garrett to Mitsu on an older car. So might want to check that out thoroughly to make sure you've got all parts, or better yet, pull coolant and oil lines from donor also.
