CO adjustment screw/bolt

'89 900s non turbo. There's that horizontal adjustment "bolt" on the intake house (roughly) just above the idle/speed wire 1/2 wheel (whatever it should be formally called). I back the (CO?) bolt in and out and don't notice any change in the exhaust sound or operation of the engine. Where approximately should this bolt be (depth) and or what should it be sounding like - or is it that its all crudded up and that's why there no appreciable difference??? I had removed the rubber conduit (behind the AMM which attached to the intake housing) and squirted in some carb cleaner a month ago but wonder if it may need more or what to do.
Many thanks for thoughts on this.
