Yes, that is the first thing to look at. Otherwise you may have a damaged cable or a small problem inside the unit at the other end of the cable. You remove the forward transmission pan to deal with that, but check the easy stuff first. There is a procedure for making the adjustment at the shift lever and it's pretty important to follow that procedure. If not precisely adjusted the unit will rapidly oscillate between 2nd and 3rd when it should be in 3rd and chew the teeth off of the planetary gears. Better than me describing the procedure would be for you to get a look at a service manual for that (maybe Bentley manual has it, otherwise Saab). Cheers
