When the APC solenoid is de-energized, the line to intake manifold (C) is connected to the line to the wastegate (R), and the line to the hose before the turbo (R) is blocked.
When the solenoid is energized, all three lines are connected to each other.
At base boost, the solenoid is de-energized. All the pressure from the intake manifold goes to the wastegate actuator. As the pressure rises, the actuator moves and reduces boost.
At full boost, the solenoid is energized. This bleeds off some of the pressure to the wastegate actuator. So it takes MORE pressure in the intake in order to get the wastegate to move and reduce boost. So you run at higher boost levels.
