If you see no rust in your careful cleaning, it is probably fine.
I think everyone's 91 900tc could probably run up a bill of $2500 if the owner were so inclined. I'd keep the car if I were you. Definitely fix the starter and 16 year old top. If you don't need A/C or can't afford to fix it, just remove the belt for the AC compressor. Power antenna problem is probably the replaceable plastic "zip" part between the motor and the antenna - DIY fix, or ignore it if you wish. It's behind the side carpeting in the trunk.
At that rate, you've probably cut the cost of repair almost in half if the A/C work was quoted to be expensive. A new car would have sales and excise tax exceeding the cost of your 91 900Tc repairs. If you do end up selling, it would probably sell quickly for good money on Saabnet classifieds here.
