I'm sure there's a full range of such things available for the disabled driver.
Or e-mail the National Arthritis Foundation or whatever it is - - I'm sure there's such a charity, and it oughta have some suggestions.
Or try googling and see what comes up.
Anything homemade needs to be good, solidly attached and not slippery, but you could maybe start with a block of 2x4 bolted down thru countersunk holes drilled thru it and the pedal, and covered with that 3M gritty tape meant to make stair treads less slippery.
Getting a welder to modify the existing pedal sounds expensive, hard to engineer, and like overkill, besides making car sketchy to any other driver or potential new owner.
Good luck with something, convertible days are here and IT SHOULDN'T HAVE TO HURT TO DRIVE A SAAB!
