While a 98 900t or 99 9-3 is cheaper than a Viggen, you would spend a lot getting it up to spec (brakes, intercooler, exhaust, wheels, $eats, audio, etc... Not to mention body trim if you're so inclined. You're better off paying for a Viggen. I sold my viggen last year and had no problem getting $11k, but it had much lower mileage than most out there for sale, and had minimal winter use.
The viggen is a nice personal car with great looks, performance, and exclusivity. It is way faster than a C900t on the highway and very comfortable. A heavily modified C900t could beat a stock Viggen on tight twisty road where handling could be more beneficial than 20psi of Viggen boost. I'm sure a modified Viggen would be amazing.
With the proceeds of the Viggen sale, I bought a 3rd classic 900t and another company vehicle. I sold it because I had an abundance of summer car (as such the Viggen wasn't getting much use) and needed a winter car. I also can't drive fast in the summer unless I get up at 5am Sunday morning. We have no highways and the roads are clogged with sunday driver tourists all week long.
