I'm not clear as to what the problem is (did I miss an earlier post?) but I recently had my dash facia off & when I put things back together it turns out I missed the bottom spade on the lower group of contacts on the distribution selector, connecting the two wires to the top two of the bottom three spades instead of the bottom two. This caused the max/4th fan speed not to come on...actually, nothing happened at all when "fat arrow/7:00" position was selected. I corrected the problem by repositioning the wires as above. I posted something relating to this a week or two (three?) ago.
If your recirc. is not working, check to see if there is vacuum being applied to the flap actuator when the switch is depressed w/the engine running...if there is & the vacuum is strong, either the vac actuator is gummed up (or has a blown diaphragm) or the flap is presenting too much resistance for it to overcome. If there is no or insufficient vacuum, you've either got a vacuum leak, or the recirc. solenoid (or wiring to it) is bad. Try connecting the hose that supplies vacuum to the vac resivour directly to the recirc. flap actuator...but first, check the length of that hose for damage - I just found a fairly large hole in mine.
