Thanks for the tips, Gary.
BCV solenoid tests ok, and I've tried another known good one as well.
Removing the wastegate line from the solenoid and I get full boost plus, to the point the fuel cuts off.
The one point of information I haven't been able to locate is what the signal from the coil to the APC looks like -- what should I be looking for on my multimeter, what setting, etc.
