A bad recirc switch would usually prevent the fresh air door from closing, so you'd always be cooling outside air. With the a/c on max, that door closes automatically so that the a/c works on already cool air, rather than trying to suck in and cool down more hot, outside air.
The recirc switch itself is in your dashboard, pulls out from the front and installs from the front. Replacing it requires zero dismantling. The recirc solenoid, on the other hand (and the part that usually fails) is either on the passenger wheel well (-88 cars, I think) or above the passenger's feet, near the fuel injection ecu (1989+ cars). The former requires zero dismantling to replace - just a screw - but the latter requires a fair amount of dismantling of the lower dash. In neither circumstance would the shop have had any reason to take your dashboard apart IMHO.
