Once the pan is off the governor is visible and held on with 2 large, slotted screws just as you say. The item you refer to (the lever) isn't the governor. Saab part numbers are 75 40 842, 93 62 864 and 41 21 273. These are governors for early, mid and later model years and include the governor mounting hub. They probably cost a fortune (new) and unless you completely disassemble the transmission you'll be able to screw the new governor in place but you'll be stuck with using the new hub as an expensive paper weight.
The best approach is to remove the governor, clean and inspect it and if it appears damaged replace it with a good used one of the same series. Failure to up-shift when cold can be caused by several things and the main thing that jams governors is fine metal particles. Unfortunately you may fix the problem but if particles are being continuously produced by a badly worn band, plate or bearing the governor will soon be jammed again. So, inspect the governor and everything else for the presence of those fine metal particles.
