At the risk of offending the person who listed the car in the classifieds, better deals can be had. $2,300 seems a bit high for a car with known problems. An east coast car with visible rust should probaly be avoided unless you are handy with a welder and have a rust-free car to get patch panels from.
We just sold a '92 Turbo 3DHB, black with taupe leather that my son and I just redid. I paid $600 for it and went through the whole car. All the rust (which was minor) was repaired with patch panels and the car was repainted. We put on a new exhaust, redid the headliner, replaced the ball joints, etc. The only bondo used was to smooth out the welds. The only thing still wrong with the car is a mildly cracked dash. We only asked $2,800 for a car that was completely redone and mechanically sound.
