Sorry , but its time to replace the headliner. The foam backing is dry-rotting. You'll only be chasing after a lost cause. I use a school type paper stapler (thin round wire) and popped and few around the affected area. The worst thing to speed up the headliner lost is having the windows down. If you rip the headliner out , you'll end up with foam dust in your eyes. If you replace yourself , use 3-M 90 spray glue. I have a four door 91/900s that I haven't done yet. This site says it can be done by removing the rear window self and go out through the trunk. If you have a hatch back like my 87/9000t is, Its a real breeze to remove through through hatch. If you try to do-it yourself , get a friend to help as the shell is very brittle fibre board and will snap. Even harder with a sunroof. Do you live near the east coast? I'll be doing my 91 when the weather cools in the fall. If no problems arise, it takes a full day to do. Good Luck.
