First, we have to differentiate between "dash & "instrument" lights. Instrument lights are the central instrument panel (clock - boost) lights. The dimmer for that is in the face of the Instrument Panel on the right side.
Dash lights are all the other lights in the dash & switches. There is a rheostat (dimmer) on the left side of the dash behind the left side of the steering wheel.
This is a common problem. Make sure the dimmer is all the way UP. Most people live with it. No real solution for the dash lights.
Only potential solution for Instrument Lights (2 bulbs) is that several have used direct plug-in LEDs to replace the 2 bulbs which light the instrument panel. WLEDx6 bulbs from http://www.superbrightleds.com. See this thread: http://www.saabnet.com/tsn/bb/900/index.html?bID=352228 - I've found them to be too bright, and lost the dimmer adjustability. The site says you'll still have adjustability, but that's not my experience. So, I've installed the stock Saab bulb back into the right bulb holder - not the perfect solution, and I've regained the adjustability with the left side slightly brighter than the right. Perhaps someone else has more/better info?
