You could pay someone locally to refurbish them but it can be $$$ depending on where you live. For less money, you could probably find a set of used rims in good shape.

There are companies who refurbish and stock used rims - here's but one:

I have used cheap-o wheel paint from the local parts store. It is not durable but looks good while it lasts. The stuff with metallic flakes is tough to spray evenly.

Use standard automotive paint prep methods and paint with Wurth silver followed by clear and you should get your sparkly shiny look back. Paint should be available at eEuroparts or maybe Griot's Garage. Wurth is OEM, IIRC.

I have used JB Weld with good luck to repair severe gouges and curb rash. Professional wheel refurbishers place a scraped rim on a machine that spins it while they "level" the rash with a grinder using an abrasive flapper wheel. It's not unlike how a potter works with clay at a wheel. You can do the same by jacking the car up and running the engine in gear. Tires must be off.
