I hate to admit I'm in competition with you folks, but if you notice my parts wanted ad, there's a remote listed in there.
That being said, the Saab system of this vintage was designed by Alpine and was also used on E36 3-series BMWs and (on occasion) Volvo 960s. You need a chip set and as many remotes as you want. One chip goes in the alarm control unit and one chip goes in each remote. The chips ensure that they are both speaking the same language. Starting in 2005 sometime Saab quit stocking these items. Check on flee-bay, look for someone selling the BMW parts, and stop by your local auto aftermarket shop to see if they can get ahold of them.
Lots of things have to go well for these alarms to function correctly, so while you're searching and waiting for your parts, clean up all the door/hood/trunk switches and check the inline fuse near the control unit. Those chips are flash-coded and fairly sensitive to EMI and erasure so be sure they work before you recycle the receipt. It is not uncommon to find one or two duds in a set of four.
