that dose sound bad and whats going to sound worse is if the boot tore open from dry-rot or just plain ware then all the boots will follow suit.
there are four boots on the car.
on passenger-side right where the axle meets the motor is a boot this is called the inner c.v. joint when the axle meets the road wheel there is another boot here also, this is called the outer c.v. joint.
in most cases its common for the inner boot on passenger side to dry-rot and become destroyed because of the exhaust down pipes heat running right next to the inner c.v. joint.
the only reason they want to replace the hole axle is because its less work on their part & more money out of you.

for a boot to be put on the car your axle will need to be pulled.
this is no problem to do, it can be done in the matter of 15 minutes.
with the axle out the inner c.v. joints boot should be changed being its not more then 5 minutes to do it.
now to get the boots on the axle the outer c.v. joint or inner (tri-pod) part of the inner c.v. will need to be disassembled off the axle to slip the boots on.
seeing your outer c.v. joint is trashed your going to need a new one.
it is very easy to take the outer c.v. joint off the axle with the axle out of the car, with the joint off the inner boot can be replaced in seconds, then the outer boot can slip on the axle, then a new c.v. joint can be reinstalled. then the axle reinstalled on the car.

now lets talk price.
a new non-saab axle can be picked up for cheap like 89 buxs for a new outer c.v. joint with boot with inner boot with new tri-pod on a brand new axle.
sounds great don't it.
it would be very easy like 30 minutes for them to take out your axle and install this cheap`o
the price may sound good to
now for the rebuild of your saab axle.
new inner and outer boot will cost you 20 buxs new outer c.v. joint is 89 buxs (the price of the cheap`o axle)
and time to change everything from the axle would be about an hour then the 30 minutes to reinstall/uninstall
so your looking a 109 in parts and hour and a half in labor.
compared to 89 buxs in parts to half n hour in labor.

now for the break down.
the saab parts will out last the cheap`os and installing the cheap`o axle my bring problems to come depending on where the shop finds the axle.
the cheap`o axle is 89 buxs and its that cheap for a reason.
rebuilding your axle will cost a little more but in the end its well worth it.
