My gut tells me that there is no way that those nuts or bolts are designed to do anything in a crash. I have no idea what use freeing the entire ignition/shifter housing from the floor of the car would do except free up a big piece of metal to fly around, and potentially expose the shifter rod for something to get impaled on. Generally speaking, the goal is to design things to NOT come loose in a crash.

The bolts are of pretty high-grade stuff, and there is a reasonable amount of exposed thread - I think it would take a LOT of force for those nuts to free themselves. I've beaten the crap out of them at junkyards when I didn't have the proper tools, and they seem all but immune to real damage.

I think long before that hardware gave, the retaining ring around the plastic ball would bend and three smaller screws that hold it down would come free. I was under the impression that was more or less the point of that two-piece spring loaded ball - to give the shifter itself some play so it doesn't rip anyone's hand off.

I'm no engineer, but I'd bet good money those nuts there are for theft prevention...
