How long do you want to use this car? The rust is the show-stopper. The shop who looks at it will be able to tell you if it's safe enough to drive.
How much has it been driven lately? If it's been a daily driver for the past year, it will probably make it another month before the next thing breaks, if you're lucky!
This is an 18 year old car, so *anything* can break at anytime now! Any maintenance records would be able to tell you the last time certain things were serviced.
If it were me, I'd keep looking for a car without rust that's been well-maintained. Expect to pay a bit more up front, but you'll have a car that will last *much* longer, simply because of the rust.
