Mr. Freeze stated that he used an open end wrench. So, the flats of the bolt head are now rounded -- probably just two of them. There are special wrenches that can "dig" into the bolt head for removal, and I would use a torch to help the process. Thermal cycle the bolt thread area say two to three times. In other words, heat it up, and let it cool. Repeat. This should help break the bond of the locktite. Since the bolt head is fouled, the suggestion of vicegrips with a cheater bar is a good idea. On the last heat cycle, try to heat the end of the cam long enough to expand it, but not the bolt. It will give way then........or the bolt head will break off..........oh joy. Sears has the wrenches for fouled bolt heads.
