There should already be a return spring on the parking brake lever on the rear calipers. A shot of penetrating oil into the p-brake arm pivot may free it up, otheriwise you may be staring down new calipers or a rebuild. (This assumes your cables aren't the part that's hanging up.) With the back end in the air and the wheel off, try moving the parking brake lever by hand with the cable disconnected. If it sticks down, either the slide pins are hanging up (throw some brake-compatible lube in there) or the pads are hanging up (you may want to wire brush out the rust and re-lube those with a dust mask on) or the caliper is hanging inside. At this stage, it may not hurt to try and bleed a little fresh fluid through. If you want to try to free up a sticky piston, don't forget to gently turn back the adjusting screw behind the 14 mm head bolt plug on the back of the caliper first. These strip easily, so I turn the 4 mm hex socket I have by hand until it starts to resist, then give the parking brake lever a squeeze, then turn the adjuster again. If the piston isn't too bad, you may be able to back off the adjuster, squeeze the piston in, reassemble the pads if you took them out, adjust the screw (same procedure as backing it off but in reverse) and get down the road a few thousand more miles.
Those adjusters are a little picky. If they're out of adjustment side to side (if the right side is too tight compared to the left) the car may pull in hard braking or the parking brake may drag or only work on one side. If they're both too soft, you'll have no parking brake, and if they're both too tight you'll drag all the material off of your rear pads while overheating them and warping the rotors. Just as the old front-wheel parking brakes were not exactly self-adjusting, the rear wheel system requires a bit of finesse to get it just right. When I have mine adjusted just right, the parking brake begins to drag the pads at 3 clicks and completely locks both sides at 4.
