There is a fuel pump relay, in the 88 I'm quite sure that it is in the main fuse box. I just looked at my 93 and it is in the secondary fuse box (under hood on passenger side) labeled pump. Just try taking one from one of your "donor" Saab vehicles and see what happens. It sounds to my like it is more of a pump problem, the pump is easy to find and to change. Remove the floor panel covering the spare tire by unbuttoning the rubber straps, the next panel is removed by sliding it a couple of inches toward the rear of the car. You will see a round metal cover about the size of a pie plate which just pries off and there's the pump. just unplug the connectors and turn the holding ring about 1/4 turn. Saab has a special tool for this but you can just use a light hammer and an old dull screwdriver to GENTLY tap it around counter clockwise. The pump should lift right out.
