Changing the engine thermostat is only one half of the equation. Assuming your cooling system is in good shape, the engine stays cool driving around. it's when you're idling in traffic that we all watch the temp needle rise. The purpose of the radiator fan is to move air across the radiator when the car is moving slowly or not at all.
The radiator fan comes on when the radiator is hot, not the engine. The thermoSTAT opens and closes, allowing hot coolant to flow to the radiator. So a cooler thermostat (like the 82C) opens sooner. But if you're not moving, there is no air over the radiator, and it doesn't throw off much heat. So the engine temperature will keep climbing until the radiator fan thermoSWITCH kicks on. If the switch is an 89C, it has to be at least that hot. Because the coolant has given up some heat in the radiator on the way to the thermoswitch, and other fun bits of thermodynamics, the engine temp will be well above 89 by the time the switch turns on the fan.
So for the best effect of a lower temp thermostat, go with a lower temp (radiator fan) thermoswitch.
