I had the EXACT same thing happen to me on a '91 (I think) 900S. The smog tech told me the same thing, then pointed out in the Mitchell service book that it said the car was supposed to have EGR. I immediately started having flashbacks to the time I was failed because my '85 900T didn't have a thermostatic air cleaner, and what a hassle that was to get through (a letter from Saab corporate was required!!). I argued with him for about an hour - for no particular reason - then left.
AFAIK, the only 900s sold in California with EGR were the 1990 900Ts, and they were recalled & removed. All the other cars sold here do not have it, and don't require it.
Anyway, I took it over to a local shop I use sometimes on the Suburban and asked him to check his smog system... He uses the Mitchell SOFTWARE and it did not specify EGR was supposed to be there. Took it to another smog place - the one I've used regularly ever since - and asked them about it. The owner/tech told me he'd smogged dozens of old Saabs and never seen EGR and was well aware they didn't need it. He went so far as to say that's why they always fail NOx... :)
Bottom line: The shop you went to has outdated info. Just go somewhere else.
Side note: As far as I can tell, there is no way to get this problem corrected. This is why I keep going to the same place - I know they have current/correct info. I just don't want to throw away another $50 on a flawed test.
