88 SPG, low power, hesitation, all conditions

I've been trying to troubleshoot my low power, hesitation, lean burning condition. Replacing AMM and FPR did help. I did a basic test today. I pulled the connector off of each fuel injector. For three of the injectors, the idle went down noticibly. But, for the 2nd injector closest to the firewall, there was no drop in RPM. With a volt meter, I looked at the continuity and saw the injector connector cycling from open to something arounk 1k ohms? There was also a voltage.
Am I testing the injectors correctly?
