Well,it seems to me your talking about the intercooler.
That is a small radiator that cools the pressureised air coming from the turbocharger headed to the throttle valve.
There is no liquid in that system.
Any leak in this system will reduce the turbo boost and can cause idle and mileage problems.
Completely close off that leak or replace the pipe.
