It's called a "flare" wrench. anything else is suspect. you can get a nice cheap set at Autozone, Kragen, Pep boys or the like. It looks like a closed end wrench with a piece cut out that is just large enough to put over the metal hose portion of the line, then you slide it down to the 13mm fitting and over the nut. I've always had best success when, at this point, I rap it with the head of a ratchet handle, something that has a little mass that you can give it a swift kick in the pants with... they are usually not really tight. This is alow the same wrench for the oil cooler lines found on the turbos and the transmission cooler lines on the autoboxes.
try it, you'll like it...
