Power to the fuel pump

Ok, another fuel pump issue. This time it is on my 79 turbo. This is what I know:
I direct wired the fuel pump and it works. Actually car runs great when I did this.
I tried to do a jumper at the relay teminals in the main fuse box. the pump did not run. not sure if i was jumping the correct terminals. Should the pump run even with the car not cranked?
It seems that have voltage at the relay. It starts at 9 volts and when I crank the car it goes up to 15 volts. I think I am testing the right terminals. Does anyone have a diagram that I can see what terminals should be tested and jumped?
It seems that the relay is clicking when i crank the car. That tells me the realy is working.
QUESTIONS:
Does someone have a diagram of the 79-80 relay?
Is there another relay that is not in the fuse box?
what else can i check?
