that area your talking about is hard to repair, when the new or used/old tire are removed and remounted, that area takes alot of abuse.
if that little rust spot is the case of your tire deflating there is something you can try.
with the tire off the rim get 100grit sand paper, sand the area of rust real good, then sand about an inch out around the circumference of the spot
(not including the face out part of the rim)
go to homedepot and pick up rubber gloves, a paint brush (the 1.45, not the foam brush), fiber-glass resin (the smallest quantity amount, which incidentally is to much, but it comes with a tube of its activator)
and 99 cents mixing tray (the one that has the metal stir stick)
now back at the rim have the brush out read to use, pull out the mixing tray,.. pull out that little sticker out of the tray with the metal stir stick, put on the rubber gloves, open the resin and pore the amount of a shot glass in the tray.
open the mekp and add 3/4ths of the tube in the tray, you know what lets make the mix easy, add little more than a shot glass of resin and then the full tube of the mekp, (notice this is the smaller mekp tube) get the brush and stir it all (only stir for 6 seconds max)
then brush over the hole sanded area, you have around 10 seconds to cover the area once the area is sufficiently covered with a good coat (stop)
after 10 seconds everything needs to be done. step back and withing a minute the patch will be dry to the touch but will be warm.
waiting 2 hours reapply tire.
if you would like to build up the area (seeing the first coat did not have the appropriate thickness) after an hour lightly sand area again and repeat process, (your going to need another tube of mekp) brush, mixing tray) none of the tools you use are reusable.
