I'm guessing the rotor was slightly flattened from abrasive contact with asphalt. You should be able to get the two broken studs out, but whoever last replaced the wheel is going to have to do the work. If that's you, take the rotor off and either grab the threaded studs with vise-grips or drill them through with a smaller bit than the threads.
Check the hub seat and inner rings of the wheel, as well as the inside of your fender for impact damage. You may also want to check for other touchdown points, like the lower A-arm bushing shells and the lower ball joint body. If the mudflap is hanging by a thread, now would be a good time to either reattach it or remove it entirely.
