At high speeds, more cool air is forced across your radiator. Do you have consistent engine temperature all this time? If not, I suspect an engine thermostat getting sticky. Replace these as routine maintenance every ten years at least. I apply the same practice to the coolant expansion tank cover. There are valves inside the cap that keep your cooling system from overpressurizing, but a little pressure is good to have to avoid hot spots in the head.
Otherwise, if it is not the bypass valve, I suspect air in the cooling system needs to be bled out or there is a blockage in your heater hoses, valve, or core.
The bypass valve is a spring-loaded thermostatic valve that restricts coolant flow at lower coolant temperatures, sending it back to the engine, and opens at higher temperatures, I think. If I remember right, the side of the T fitting is the return hose and straight through will supply the core. Look at my Saabnet gallery. I have before and after removal photos from my '92 S.
