Starting in 1987 or 1988, the bypass valve was optionally installed to solve a low heater output once the engine was warmed. The cars did not come that way from the factory until 1991, but any car prior to that could have had it installed either before or after the owner took delivery. I suspect by '89, in a cold weather climate, dealers took to installing the kit automatically. In California, I've never seen a single pre-1991 car with it...
The whole set up is a little baffling - the bypass was installed to cure a low heat output, but 1) I've never had a problem with low heat output, and 2) the bypass doesn't really seem to solve anything anyway. The cooling system itself never changed in the US, so it's not a problem to just get hoses from a 1990 or earlier car that never had the bypass installed.
Remember, if you install these hoses you must properly bleed the cooling system afterwards using the bleeder valve on the top of the thermostat housing. If you don't, you'll get air pockets trapped in the system was can cause mild to serious engine cooling issues.
