Oil in the cap is normal - for an old distributor, that is!!
Most folks live with it, wiping it out until it becomes severe. The oil can cause poor ignition...
I don't know the recent consensus on rebuilding these dizzies to seal them up again, but a search surely will reveal that info!
The hose you marked blue goes to the boost gauge - does yours work? There's also a connection from there that goes to the bypass valve, right over there next to the turbo.
