melted fan fuse

obviously, the fan motor and/or wiring has some sort of short in it. i have been replacing 30amp fuses about twice a year for a couple of years now. yesterday, to my amazement, the plastic body of the fuse had melted, and merged with the plastic of the fuse box so tight that it took needle nose pliers and a lot of effort (yes, i ate my wheaties) to remove it. in fact, there are still parts of the metal spades that broke off, and didn't let go.
i was wondering if anyone had a similar experience, and was looking for input about the repair to the fuse box and the fan. that is, do i cut the wires from below the fuse box, and cob a new fuse (say 20amp this time)? the car is a winter car- runs great, body getting rough, so i wouldn't mind some minor cobbing. any and all ideas appreciated
