I'd have to second the idea that the vehicle is running lean, that plug looks really nasty. Also second the idea of putting in new plugs. You can fairly easily pull the fuel rail and do a spray pattern test-no smoking ;) - I feel like it would be better to check that injector and related wiring first though.
Consider yourself lucky, the single really bad plug isolates your diagnostic routine significantly.
